That's how all of mine have been on the Vanity103 and appears to be the case with the vast majority of movie encodes to disc. There may be exceptions for some discs ...

I disagree. Digital out should be fixed. If you want volume control, stick with the analog outs or buy an outboard DAC/preamp.
